The Board of Selectmen of the Town of New Hartford, Ct hereby notifies all electors and citizens entitled to vote in Town Meetings in said Town of New Hartford, Connecticut that the Annual Budget Meeting will be held on Tuesday, April 26, 2011 at 7:00 pm in the Senior Center/Meeting Room of the New Hartford Town Hall, 530 Main Street, in New Hartford for the following purposes:

1. To consider and act upon the Town Budget recommended by the Board of Finance for the fiscal year beginning July 1, 2011.

2. Pursuant to Section 7-7 of the General Statutes of Connecticut, Revision of 1958, as amended, to adjourn said budget meeting at its conclusion and to submit Item number 1 on the call of this meeting to be voted upon using voting tabulators on Tuesday, May 3, 2011 between the hours of 6:00 a.m. and 8:00 p.m. Electors residing in the Voting District #1 shall vote at the New Hartford Town Hall, 530 Main Street in New Hartford. 1.) To take such action as the voters deem best with respect to (i) the conveyance for no consideration to Frederick E. Capell and Carolyn Capell of that certain piece or parcel of land located in the Town of New Hartford, County of Litchfield and State of Connecticut, which abuts on and lies easterly of the Torrington/New Hartford town line and is more particularly bounded and described in a legal description entitled “Capell Parcel Schedule ‘A’”, which description is available for inspection in the office of the New Hartford Town Clerk; and (ii) the authorization of the New Hartford First Selectman to take any and all actions necessary or desirable to complete the conveyance of the above-described premises in accordance with the terms of this resolution.

The intent of this resolution is to convey all of the town’s right, title and interest in and to (i) the abandoned public highway known as Old Dirt Road running along the entire westerly boundary of the above-named grantees’ premises; and (ii) all of the land located in the Town of New Hartford which lies westerly of the above-named grantees’ premises and easterly of the Torrington/New Hartford town line.

To take such action as the voters deem best with respect to the repeal of (i) the Fee Ordinance identified as 91-2 with an effective date of June 5, 1991, as amended; and (ii) the Ordinance Establishing Application Fees for the Inland Wetlands and Watercourses Commission identified as 98-3 with an effective date of March 14, 1998, as amended; and the adoption of a revised Fee Ordinance, a copy of which is on file for inspection at the office of the New Hartford Town Clerk, 530 Main Street, New Hartford, Connecticut.

5.) To take such action as the voters deem best with respect to the repeal of the Building Department Fee Schedule Ordinance identified as 07-1 with an effective date of February 14, 2007 and the adoption of a revised Building Permit Fee Ordinance, a copy of which is on file for inspection at the office of the New Hartford Town Clerk, 530 Main Street, New Hartford, Connecticut.

6.) To take such action as the voters deem best with respect to the election of one member to fill a vacancy on the Regional 7 Board of Education until the next general municipal election in November 2011.

7.) To take such action as the voters deem best with respect to the election of one member to+- the Stanclift Cove Authority to fill a vacancy for a term which expires 6/30/2013.

8.) Upon recommendation of the Board of Finance, to take such action as the voters deem best with respect to the appropriation of not more than $50,000 of the CRRA Settlement funds for the purchase of a road grader.

9.) Upon recommendation of the Board of Finance, to take such action as the voters deem best with respect to (i) the appropriation of an amount not to exceed $150,000.00 for the repairs of a sewer line along Main Street; said appropriation to be funded by a Small Town Economic Assistance Program (“STEAP”) grant from the State of Connecticut; and (ii) the authorization of the New Hartford First Selectman to execute on behalf of the Town of New Hartford an agreement for financial assistance with the State of Connecticut pursuant to STEAP to acquire said grant funds, to execute and enter into such other agreements and documents as he deems necessary to obtain said grant funds, and to act as the authorized representative of the Town of New Hartford.

Notice is hereby given to all persons liable by law to pay property taxes to the New Hartford Village Fire District that the Motor Vehicle Supplemental tax will become due on January 1, 2011. If not paid on or before February 1, 2011 the tax becomes delinquent and subject to interest at the rate of 1½% per month, or part of a month, from January 1, 2011 to the date paid. NOTICE OF INTENT TO REVISE THE STATE AIR QUALITY REGULATIONS

Notice of Intent to Revise the State Air Quality Regulations and to Revise the State Implementation Plan for Air Quality The Commissioner of the Department of Environmental Protection (DEP) hereby gives notice of a public hearing as part of a rulemaking proceeding. The purpose of this proceeding is to revise state regulations concerning the abatement of air pollution. The proposed revisions grant DEP the authority to regulate greenhouse gas (GHG) emissions in its new source review (NSR) prevention of significant deterioration (PSD) and Title V permitting programs as required by the U.S. Environmental Protection Agency (EPA) in Prevention of Significant Deterioration and Title V Greenhouse Gas Tailoring Rule (75 FR 31514; June 3, 2010). The specific sections of the Regulations of Connecticut State Agencies revised are as follows: · 22a-174-1, adding definitions for “carbon dioxide equivalent emissions” and “green- house gases;” · 22a-174-33(a)(7), adding “greenhouse gases” to the definition of “regulated air pollu- tant” under the Title V permitting program; · 22a-174-33(a)(10), adding GHG emissions thresholds to the definition of “Title V source;” · 22a-174-33(d)(1) and (2), allowing sources to avoid Title V permitting by limiting GHG emissions; · 22a-174-3a(a)(1), requiring sources of GHG emissions to obtain a permit to construct and operate; · 22a-174-3a(d)(3), requiring sources to install Best Available Control Technology (BACT) for GHG emissions; · 22a-174-3a(j)(1), adding GHG emissions thresholds to BACT applicability; · 2 2a-174-3a(k)(1) and (2), adding GHG emissions thresholds to PSD applicability. The revised requirements will be submitted to the U.S. Environmental Protection Agency as a revision to the State Implementation Plan for air quality. All interested persons are invited to comment on the proposed revisions. Comments should be submitted no later than 5:00 PM on October 18, 2010 to Merrily A.
