UPDATE: At its Special Meeting this morning, Thursday, March 22, the Rec Commission appointed Maureen Morris, Dan Eddy and John Maschi to a subcommittee to review the current Park Rules and Regulations, make recommendations and report back to the Rec Commission at that Commission’s regular meeting on April 4. All three members of the subcommittee are Rec Commission members. [Updated on March 22 at 1:15 p.m.]

The Rec Commission will be holding a Special Meeting at 6:30 a.m. on Thursday, March 22. Their one agenda item is:
“The appointment of a sub-committee to review park rules and regulations, make recommendations and report back to the Recreation Commission at their regularly scheduled monthly meeting on April 4, 2012 at 7:00 pm.”
There will be no public comments allowed at this meeting.
NewHartfordPlus will not be attending the special meeting since the input we received is that it will be a quick 10-15 minute meeting, with Rec Commission members then going on to begin their work day. We asked about the composition of the subcommittee and were told that the members of the subcommittee will be drawn from the Rec Commission. In answer to our question whether the revised rules will be available available for the Board of Selectmen’s Special Meeting on March 28, we were referred to the Rec agenda for their Special Meeting which states that the subcommittee will be reporting back with its recommendations to the next regularly-scheduled Rec Commission meeting on April 4.
We will update this report with the membership of the subcommittee that will be appointed by the Rec Commission and with any other relevant details as soon as that information becomes available to us.
Rec Has Power to Establish, Maintain Park Rules And Regulations: Town Ordinance

NewHartfordPlus has obtained a copy of the Town Ordinance establishing the Rec Commission and detailing the specific charge of that Commission.
In reading through the 1967 ordinance establishing the Rec Commission, we find that it clearly gives the Rec Commission the authority to establish rules and regulations for park areas, i.e.:
“… Said Commission shall have all the powers necessary and proper for the establishment, maintenance and operation of such [town parks] including the power to (1) contract, (2) to establish rules and regulations for the operation of such recreational places and programs; …”
